Game Crashing with Windows 11

Voodoo should allow the game to run.

Do you have any third party virus protection on. All that I use is windows defender.

Did you get anywhere with the flash drive? 

I have this running on two win 11 computers. One Toshiba laptop and the Dell desktop

I have had a small success.  I loaded the apps up thru Voodoo.  SC4 started all the way to the Region screen and it was the region I had been working on prior to the crash.  The view was way to close so I tried to change some of the graphics for a better view.  It froze so I restarted my computer and tried to load SC4.  It crashed back to the EA app as usual. I will continue to load the additional plugins as suggested and the Voodoo Intel file as per the directions.  I am getting close.

No, I did not get all the Voodoo Apps in the folder.  I will have to do that tomorrow.  I am out of time now.  We are getting close.  I use McAfee for security and it does not like Voodoo.  I am working on that too.

Uninstall that McAfee junk that is spyware. Windows Defender does a better job than that thing. 

Also, SC4 is a very touchy application so it can go against antivirus. Also make sure that the “Controlled Folder Access” option found in Windows Defender is disabled

Thanks, I will work on this over the weekend.  I have it running by loading without going through the EA app.  Depending on my settings it loads either to big on the screen or to small.  I have to fix that to make it playable for me.  It is not playable when it loads large as I can't manuever to see everything I need to see.

I feel like I am really getting close.  I think I had not correctly loaded Voodoo before.

I appreciate all the help and I think as more and more players get upgraded to Windows 11 all this information will be helpful.

When I start the program I have not figured out how to set it so I have larger graphics.  Here is a picture of what I get.  The program is working it just is more difficult to play in this mode. This is much smaller almost to the point I can't see the words on my screen.  Any ideas?

I have made only two modifications to run SC4 on Win 11.

On my Dell desktop Edit the Graphics Rules.sgr ( this is more complex then voodoo) and add this line to the shortcut target box.

You right click on the SC4 shortcut and get this.

"C:\Program Files (x86)\Maxis\SimCity 4\Apps\SimCity 4.exe" -CPUCount:1 -Intro:Off -CustomResolution:enabled -r2048x1152x32 -d:DirectX -Cursors

The first part may be different depending on where you installed your game.  That is the folder location in my case located in C:\ Drive in the Program Files (x86) folder then in the Maxis folder then in the SimCity 4 folder then in the Apps folder and finally the program file for SC4 SimCity 4.exe

The other line you will have to change is your monitor resolution (This is what makes it too big). In mine this is the 2048x1152 the 32 should be the same.

BE VERY CARFULL EDITING THIS LINE ANY EXTRA SPACES AND IT WILL NOT WORK

You find the monitor resolution by right clicking a blank area on your desktop and select display settings look for your monitor properties.

On my Laptop Win 11 also, I just installed Voodoo like the above pictures and also added the shortcut target box

I do not run from the EA App on either of my computers. I uninstalled the game App. I copied the Maxis folder to a flash drive and then uninstalled the EA App. then manually copied the maxis folder back to where the EA App had installed it. You do not have to do this.

Follow this guide by installing the Mod DLLs. 

To change the resolution you need to install SC4GraphicsOptions and edit the mod's .ini file where you can enter the screen resolution. 

The launch paramenters using the shortcut are considered deprecated as they are broken.

@Ulisse Wolf is who helped me when I was getting this to run on win 11 when it first came out and it works thanks to Ulisses.

 When i did this some of these mods where not available at the time. There are two plugin folders and as personal preference i

try to keep the game exe mods in the plugins folder in the program files folder. Below is what mine has in it.

You will recognize some of the ones from Ulisses link. You atleast need the ones from Ulisses link. The other ones do

things like change the sky color in the game or add submenus.

I will have to try some of the other ones myself. Mine works though and I hate to mess with something that is not broken.

I have the program up and running.  It is still a little small overall but I can read the buttons now to play the game.  Thanks to all who got me here.

That is what the graphics .dlll and voodoo fixes or the older method that I mentioned above.

I did mess around with the graphics.dll and did get it to work somewhat. If you need help setting up the file I can do that.

if you set it up wrong it will do strange things but they are all reversible with no side effects.

if you have trouble editing the .ini file because win 11 will not let you open it.

I edited in the download folder saved it then copied to the plugin folder. Win 11 would let me paste or move the file to the plugin within the program folder but not open it for editing there.

 The best laid plans....  For the last two days I have not been able to start the game.  I now have a vanilla copy loaded on an SSD drive.  The program loads through the EA App.  It loads to the region view and at the size I want to play the game.  Unfortunately when I try to load a city it spends sometime trying to load and then crashes out of the game.  If anyone has a suggestion I will be offline until tomorrow after this post.  Would be glad to hear from anyone.  I have not loaded anything other than the game at this point.  I have learned a lot over the last few weeks but it is very frustrating.  I'm guessing it is just one adjustment to make....who knows.

If you reinstalled the game, you will need to reapply the 4 GB patch.

They are not optional. You need all of them even if it starts working after installation of some of them.

Thanks, I stopped checking after each one. I have them all loaded and it still crashes.  I get this error message 

 

I tried to figure out how to fix it without any results.  I think this error might be why it is crashing.

I unistalled the Dell Data Vault as per Dell and Windows.  It is an old app that does not work with Windows anymore.  I guess it did when I got my computer 2 1/2 years ago.

Unfortunately the game still crashes.  I've run it off the hard drive and through the EA app the last two hours.  I'm going to go back to the SSD.

IT IS WORKING.  All my regions are gone but it loaded and I can play!!!!!  After doing the stuff in my last two messages I decided to load the game directly rather than through EA App.  It worked.  Thanks to everyone who helped me through this.  Several times I thought we had it but there were other issues.  Now it worked.  I learned a lot about how computers work and where to look for what you need both inside my software and on the internet.  I spent a lot of time getting to this point but the lessons learned was worth the effort.  Thanks again!!!

Just for the record.

It was the Dell Data Vault that had to be removed in the Windows 11 environment.

Run the game directly not through the EA App.
