Weird hatched, flickering cars

So I don't know how to fix this. I got a new computer yesterday, set up SimCity 4 on my GOG account and then started noticing something... off about the car graphics and other animations. I checked the config txt and indeed it was using the  motherboard graphics rather than my actual graphics card. I tried the dgVoodoo fix, but that only made it where the game didn't work at all, so I don't know what to do.

Anyone have any bright ideas?

    Okay, I figured out a fix. I set the game to software as opposed to hardware and everything looks as solid as they're supposed to. Dunno why that wasn't a suggestion.

    The only problem that software rendering is not recommended to use as it does not allow for corect rendering in HD and then you get a CTD with HD mods.  Although this tutorial is outdated it remains useful on how to corectly configure SC4 with modern hardware (Although it is an Italian tutorial) also follow this guide on mods that allow you to correct this problem

    Software rendering (not on by default), is really only included as a ‘when all else fails’ option. DirectX rendering is the best way to enjoy the game and it certainly seems to have solved the graphical issues.

    However, i note you are running the game at 800x600 resolution but you have an Iris iGPU, so it’s very unlikely your display can’t go higher. The game looks gorgeous in Full HD, but it really depends on what resolution your system supports. To enable widescreen resolutions, you need to do some manual tinkering adding the following commands to the shortcut:

    -CustomResolution:enabled -r1920x1080x32

    Note the parts in Bold should be replaced with your desired resolution. Using the same resolution as Windows is usually optimal. Some non-standard ones may not be supported and anything too large (basically above full HD), will require using a DXWrapper due to DirectX limitations imposed on SC4.
