SimCity no longer works on my computer

SC4 in my computer worked fine before I shut down my computer for a few days. I tried uninstalling sc4 and reinstalling it through steam, tried using dgvoodo2 and graphic rule maker and using sc4 launcher. SC4 ether crash or wont start at all. 

Any tips to help me fix sc4?

Well to start with, stop messing with it...

By the sounds of things you had a working configuration, changing lots of things randomly to find it again is going to be very tedious. You need to consider what may have changed, clearly something has been updated or altered, but that's way too vague to offer any targeted advice.

Frankly at this point we need to know more detail to determine where to start looking for a fix. In that regard you probably are better off starting with a clean install of SC4, so we can troubleshoot things step by step. Once you get to this point, make a note of exactly what happens when you try to start the game. Saying it just crashes or doesn't start isn't enough, we need you to walk us through exactly what you experience. For example does anything happen when trying to launch the game, like the screen flashes black? If there is an error message, then please provide a screenshot or tell us what it says. Knowing exactly how far the game does or doesn't get before it fails is crucial to understanding where the problem is coming from.

The screen flashes black every time I start the game with dgvoodo 2.

Perhaps dgVoodoo 2 is not correctly configured for your hardware? I wrote a guide to that here that might be helpful.

Although in the first instance, in order to see if you have an issue related to your graphics card or a more general one, it would help to run a few tests without dgVoodoo 2 involved. You can do that by simply ticking the box "Disable and passthru to real DirectX" on the DirectX tab of dgVoodoo 2's app (shown in above link).

You should test SC4 using both Hardware (DirectX) and Software rendering modes and see if either of these work in the first instance. You can set this either from the SC4 shortcut, using a launcher or if using Steam/Origin, within the client software. The commands needed are:

-d:DirectX
    or
-d:Software
