Alt-R keyboard shortcut not working?

So this is the weirdest thing I've ever run across. I finally installed SimCity 4 on the desktop PC I built last fall and went to play it the other day to test the new NAM 47 and found that Alt-R, for building streets, doesn't work. I've been able to rule out an issue with NAM, because it works fine on my laptop, running the same version of Windows and Steam. I booted the desktop in Safe Mode, and it worked in Safe Mode. So it's not something inherent to the hardware.

I've ruled out the following:

  • It's not the keyboard, I used two different keyboards, same problem.
  • It's not the Alt key, other keyboard shortcuts in the game that rely on it work fine.
  • It's not the install, I reinstalled the game from scratch. Twice.
  • It's not anything in my plugins folder, I ran the game with an empty one.
  • It's not my command line options, I use the same set on the desktop and the laptop, where it works fine.
  • I've been able to rule out any of the programs I usually have running in the background possibly having a keyboard shortcut that conflicts.

I am utterly baffled at this point. Anyone ever run into a problem like this before? Or have any suggestions?

Hello, during the installation of my new PC, graphic-card .. and a new installation of SC4, I encountered an equivalent problem: it was the setting of Nvidia Geforce experience that short-circuit the ALT+R! I removed this nvidia option ...

    Hm. I have an AMD Radeon card, so no Nvidia software on this machine. I've been uninstalling software left and right in the hopes I'll come across whichever program might be doing this. I have an ASUS motherboard & keyboard, so I've been focusing on cleaning all of their crap off. So far, no luck.

    EDIT: Looks like it was something to do with the ASUS software plaguing my system. After cleaning most of it off, now Alt-R works again.
