Building plops disappear

Greetings,

I have been playing SimCity 2013 for years; after suffering the plethora of bug fixes from SC4 and SC2013 I've dusted off my Origin games and started to get back into this fun game. However, I'm running into more bugs after installing the latest and greatest mod by twingenz. Before the mods I had the same issue with building plops not staying/disappearing.

I am playing offline in sandbox mode and the plops I'm referring to are building plops such as in the 'Trade Port/Depot", Recycling Center/Garbage Dump; the attached garages or VTOL are limited and will disappear when attaching to street. Currently, my issue is with the recycling center. I am allotted 16 delivery trucks and 16 collection trucks in which I would like to use them all. Most of the time I would successfully attach 15 delivery or collection truck garages to the street and on the 16th attempt it would plop and then disappear. Currently I'm trying to build 3 recycling centers with max delivery and collection trucks; however I can not seem to plop any collection trucks except 1, and after plopping 16 delivery trucks. Same issue with the Trade buildings and their garages and VTOL.

I have my suspicions on why this may be happening, but I haven't played SC2013 in a couple of years due to issues like this and various other reasons. I am hoping someone still monitors this site and could help with a resolution. I haven't seen many updates besides the Mod Pak by twingenz
