Problem with a money bug

Now I'm playing SimCity (2013) multiplayer and I have 3 cities, I gave money from the first to the second, the notifications are there and everything seems to go, the money goes up but the money never reaches the second city can you help me please.

Both cities must have a town centure, plus spend a in game day in city before after you send money
