Problem with Orion Project "Big cities"

First, sorry for my bad english...

I downloaded the Orion Project to get big cities and a big map, I downloaded with success and everything was ok, I even followed tutorials to be sure...

But I still don't have the mod, when I open the game, map is still small, and other mods work well...

can someone help me? Do I need to buy the DLC "cities of future" to get this mod ?

You need to start a game, just start one you don't have to build anything just start a game, save it.... 
close SimCity completely, then re launch the game and continue playing.

It's very buggy tho..
