Request for a custom neoclassical skyscraper

Hi.  I'd like assistance from anyone who still plays this game or still enjoys creating custom buildings. 

I tried to do it myself, but I couldn't get the BAT to install (seems like a common problem with windows 8).  I even downloaded an .skp of the structure as a starting point!

Anyway, the building I'm requesting is the "Palace of the Soviets," which would have been the tallest building in the world if they had finished it (WW2 got in the way). 

I've attached images, if anyone could help with this, it would be greatly appreciated!
