Not sure if it's exactly what you're looking for - but have a look at the Heretic SeaPort Project by @Tyberius06

I think what you are looking for is a cosmetic mod that changes the look of the rail networks, so that it matches the style of the rails of the ports. I.e. a concrete base with only rails on top of it?

The problem here is that if you change say the straight rail piece to look like this, it has to be an all or nothing change. The only other way to create this effect is using Lots which are just visual, they won't be properly functional, just like the rail used on the port pieces themselves.

Do you like custom textures, but don't like all the work involved creating them?, take a look at the Texture Automation options here. Change the look and feel of your transit networks, with the minimum of effort, for example customised versions of my Sidewalk NAM (SWN) and Terrain Grass NAM (TGN) mods, and much more besides.

that would work or would it not? I'm new at this modding! AND YES most likely cosmetic but it would add just the finishing touches to the ports would it not to have all the rail in road match up with what is there!  again im new at this and going more for the HO model RR look over the actual gaming effect. Much cheaper this way when you mess up on a road or a mountain lol

If functionality isn't a major issue, then you can pretty much do anything. Have you used the Lot Editor at all? Using that you could create a simple 1x1 tile lot with concrete and straight rails. For a beginners guide to lotting, have a look here:

You can customise the game to your hearts content using the tools from Maxis. By using 3rd party models and textures, you'll have even more possibilities for customisation too.
