Help. Missing font for my language, How to change Language

I have an interpretive files for my language. i was copy 2 folder "SSIMDATA, TEXT to "res" and rename inside folder from "ENGLISH" to "THAI"

But problem occurs, preview images. How to fix it

and what about dword value in registry

Game Version is GOG Ultimate , Translate File from the original SimCity 3000 WE ever sold in my country

Sorry my english skill is poor.
