game not starting

Help! I just got simcity 4 for christmas and installed it, starting the game up it just sits on a screen of a bridge, how can i get the bloody thing to play! system specs are:

 

2.2ghz pentium 4

512 mb ram

geforce 5200 fx (w/128m)

40 gig hard drive

i have installed all patches and it still doesn't work

 

(ps it is deluxe version)

i have all of the requirements and video+sound drivers (just incase that helps)

found the fix! replaced .exe with a no-cd one, works now!
