This is the formula for regions:

 

grayscale.jpg to config.bmp ratio:
64:1 plus 1

Large city = 4x4 pixels  blue
Medium city = 2x2 pixels  green
Small city = 1x1 pixels  red
 

The grayscale determines the terrain, and the config.bmp sets the city sizes.  They must be in that ratio.  The grayscale should be a 8 bit, 256 color depth grayscale image.

 

Any place there is no color there will be no landscape [city].

there is this great tool called Landscape Designer. It's here on the STEX i have used it before and it's really easy once you know what you're doin.

 

Ifyou have a map that you want that's a certan size i could do it for you. it takes about 30 seconds to do.
