VA Beach Bat....help please

I've downloaded it to the plugin folder and it states it's plopable....but I can't find it in the game.

It's an older file, does it not work with SC4 Deluxe?

Do you mean the Virginia Beach Boardwalk ver. 1. If so, the category of this Lot is a reward which means that you have to pass objectives before you can get it but there is no mention of what you have to do so either he listed it under the wrong category or he forgot to put the objectives down. That is the only answer I can think of right now.

Is its creator still active on the boards, STRAITHOTTIE20?  What are the chances of finding out what I need to make it work?

I guess if they aren't I'm out of luck
