Greyscale Image problems

Hello. My name is Joe. I've been here for awhile but I've never posted. I recently got a greyscale image off of google. I never expected to find one but I stumbled upon it. I changed the bitmap size because it was impossible to make a config for the original and tried uploading it into the game. It did not work. I've tried saving it as many different image types and they all dont work. I'm really confused as to what to do. I would greatly appreciate it if someone could help me.

Do you know how to get the game to render a region?
 
Here are some useful stats:
 

grayscale to config.bmp ratio:
64:1 plus 1

Large city = 4x4 pixels  blue
Medium city = 2x2 pixels  green
Small city = 1x1 pixels  red

Greyscale 0: 252 meters (827 feet) below sea level
Greyscale 84: Sea level
Greyscale 255: 513 meters (1683 feet) above sea level

Other points of reference...

Greyscale 50: 102 meters (335 feet) below sea level
Greyscale 100: 48 meters (157 feet) above sea level
Greyscale 150: 198 meters (650 feet) above sea level
Greyscale 200: 348 meters (1142 feet) above sea level

    I've uploaded maps before but they've always been off of simtropolis so it was rather easy. The image I got was originally a 24-bit image but I dont have the option of changing it to 8. I can only change it to 256, 24, or 16. Its also a fairly big map. 56X72 so its 14X18 big city tiles. I also have the config details worked out. Its just the image. How do I get it to an 8-bit?

    I think you might be confusing bits, with color level [depth].  If it is not a jpg, then convert it.  What image editor are you working with?

    I only have paint so thats all I can use.

    There is a great open-source (i.e. free) image editor called GIMP. It's available here . It has almost all of the functionality of Photoshop.

    Try using it to open the greyscale. When you save, select the JPEG option and then 8-bit, 256 colors.

    You can also fix-up funny maps by using the options of the Landscape Designer from the exchange here.
