Wow, been a while since i've been here, but i did notice your request for your own map making program..

I wrote one, link is below... called SCRACC (simcity 4 region and config creator)..

I made it self explanitory on the website for it...
You are also welcome to contact me if you have any questions...

I haven't looked at the program in over 2 1/2 years, and there have not been any upgrades to it since the version on the website...

    Enjoy! 1.gif

If you want to make a map - why not use photoshop and create it yourself, its the only way to have complete control over the image.

By using various brushes, you can create an infinate amount of effects. Varying the opacity and the density of an airbrush enables you to create either clearly defined transitions between terrain levels ie cliffs, or gently sloping banks. The method the game uses to render the map will generally smooth out any bumps you may inadvertantly create.

Landscape designer is a good tool - but only as far as tweaking terrain levels

Ive yet to see a map created with SCRACC that doesnt look as though it was done by an 8 year old with MS Paint.

If you want it free, instead of PhotoShop use Gimp . I have heard it should be almost as powerfull as PhotoShop and do open PhotoShop files.
