Those 'holes' in the road arent actual gaps. there are road top mass transit stations wherever you see a gap like that. Since non-RCI buildings disappear on the zones data map, and road top mas transit counts as a building, they disappear. You may also notice a couple of gaps in the Elevated train line. Same story, there are stations there. I have looked, traffic can cross road top mass transit. Just, for some reason, I guess this bus didn't want to.

It's a rail checker generated by passenger and freight stations and has nothing to do with funding.

This must be some sort of glitch because those door props belong to a building I plopped on the other side of the city.

See that billboard on top of my Japanese Garden? When I made the lot it wasn't there! The gost builboard belongs to the same building that flung props across my city in the first pic.

 I have this same problem in Downtown Eddiesville.  I think it has to do with a bug in one of the lex lots in my plugins folder, im not sure which lot though.

I think the culprit for my glitches was bille bob's food imporium, a lot made by Victory
