District restricted stage growth

Hey there,

 

I was wondering if it was possible or if someone was working on a mod for restricting stage growth in a city. I like some buildings in stage 3 residential but they quickly grow up to stage 5 or 6, it would be nice to have something like the highrise restriction (stage 7) in district control, but for all stages of growth.

Zone a piece land a certain zone like maybe R2 and if want to change to like R4 or to PUD or to C2 and R3 need to get approved from Planning and Zoning and then City Council.

In District if a Subdivision is their give it a name.
