Newly installed Windows 8 and Simcity 4

So I just received my new computer with Windows 8, have installed SImCity 4, and am trying to migrate my cities and plug-ins from my old laptop so that I can continue playing. But, I'm having problems with the display. Buildings don't populate, just their shadows. What do I need to do to get this thing 100% ready for play? It's a Dell 3647 with Intel HD Graphics. I use a lot of HD props and BATs in my plugins folder, and I'd love to not lose them on the new computer.

I would caution you that many users have found that the drivers for Intel's integrated GPUs will not allow them to run SimCity 4 with DirectX hardware rendering. You could try using OpenGL rendering, perhaps that will work but results seem to vary from system to system. If OpenGL fails, you will most likely have to use software rendering to get SC4 to work properly, as a result you won't be able to use HD mods I'm afraid.

If you are brave enough, there is one more solution.  Dual boot with Ubuntu (Linux) and run SC4 under control of the Windows Executive (wine).  You may or may not have problems with the Intel GPU.  It all depends on what support gets loaded for it when you boot.
