That is the hard-coded cap of how many Cims can be in your city at once. That includes people commuting, people at home, tourists, and import/export trucks. The developers said it would be close to impossible to get there, especially since population is roughly 1/10 realistic scale.

You are so right.  They really need to just multiply the population numbers they show us by 10 or some other factor.  Of course, 3,000 students in an elementary school doesn't seem to make sense so they will have to work that out.  However, the overall number shown doesn't match with the look and feel of the game.

 

That being said: great game!

    I think I wasn't clear. I understand the scaling and that the 1M number is number of agents (as opposed to citizens), what I meant was that I can't see me spending the time to build one city to the max.

    Oh, I see. I thought you were implying that you didn't want to min-max 25 tiles to get 1 million citizens, 100k seems to be the maximum with 9 tiles that works reliably.

    I think that 80k population spread across 25 tiles would be a realistic region of several interconnected towns. I don't think I will have the patience to attempt even 400k across 25 tiles.

    Now that I have the game I really can't be upset at the 1 million cap. To get to the 1 million cap you would need to do a lot of managing of a city. I would get bored with that city by the time I got even close.

    Indeed, I think that 1 million in Cities: Skylines is probably like 10 million in SimCity.  I have settled on a factor of at least 10 for any population number I see.  I am already at 9,500 in my city and it looks like almost 100,000.

    there's already a mod to fudge the numbers.  Actually, pretty much everything everyone complained about has been modded in already.  I owuld say 90% of what people want.  The rest will come soon. 

     

    I know OP wasn't talking about multiplying the numbers, but wanted to menti0on this since someone else did.
