I want to try and make a city that takes up at least 2 tiles.

How would I go about this? Note that one city tile is already pretty developed. The other one I'm going to restart but it's mainly going to be industrial.

 

If this doesn't work out, I'll try it with a different, still developing city.

OK, well one of the neat tricks is with neighbour deals.  Sell water and garbage from the commercial/residential tile to the industrial tile, and buy power from the industrial city, and put your garbage processing there for both tiles.  (Land fills are a bad idea, so find a better solution.).  Waste to energy plants will help, but usually can't handle enough of the load.

 

Put your dirty plants and power stations on the far edge of the tile so that the pollution will overlap the great bit bucket off the edge.  This can get rid of much of the otherwise ambient pollution.

 

Because you have an existing city, creating the power deals might turn out to be very difficult.  I've always created them at the time I start the receiving city.

 

Remember that the medium for any neighbour deal has to continue into the city and not just across the edge.  Use the various displays to see where your utilities have to reach.

 

And look up Cogeo's incremental neighbour deals.  The quanta are much smaller than the default.
