This is basic...Raising roads

Is the ability inherent in the game or an outside mod and how is it controlled

It is both in-game and more advanced features in mods.

 

In-game, you only need hit the M and N keys to raise or lower roads.  It should say on the road tool.

 

Forgot to say, that some road mods are for offline only, and it you try using them in multiplayer online mode it may lose your city completely.  Make sure it says it is for online if your play online.
