Can't play a 2nd city in region (single-player mode)

Just this week I installed this game on my new PC (running Windows 8.1). I'm trying to create a 2nd city in Single Player mode, and for some reason any SECOND city I click on just sits at the load screen saying "Now Entering: [ no city name]" and just hangs there spitting out tips but never loads, I have to ctrl+alt+del to get out of the game. It lets me play the first city I created when I started the region without issues, but I can't get any region to accept and load a 2nd city. I have searched on Google and can't find any other mention of this issue?? It is labeling all other cities in the region as "claimed" by me, even though I haven't yet "claimed" or played them, if that has anything to do with it...

Well, if you don't have any leads as to why that is happening it's always worthwhile to try reinstalling the game. Sometimes that's all that's necessary to fix some weird or uncommon issues.

I just found a fix, though it's a bit ugly. Apparently, when you first set up the region, you must claim all the cities (before starting to play one of them). Then all the cities will be playable, at least for me.

 

I don't know what to do once the region has already been created. I simply deleted my region since I'd be losing only an hour's worth of work and can easily reproduce what I did from memory.

I had the same problem, and I was quite pissed because it ruined one of my old regions...or so i thought.  It would not allow me to enter a new city in the region.  All of them were listed as "Just Claimed" in the resume game menu.  However, instead of just claiming all the cities to start, you can enter one of the cities on the map that does work, and then claim a new city from the Region View while in the game (as in while a city is loaded).  I hope that helps.
