I had the same problem, and I was quite pissed because it ruined one of my old regions...or so i thought. It would not allow me to enter a new city in the region. All of them were listed as "Just Claimed" in the resume game menu. However, instead of just claiming all the cities to start, you can enter one of the cities on the map that does work, and then claim a new city from the Region View while in the game (as in while a city is loaded).
