Does anyone know any good sci-fi mods for Simcity 4 like the dome in the Crysis series or the Normandy from Mass Effect.

The only one I know which is close and which you might have heard of is SimMars. I believe the latest version is at

 

I do not use myself so I cannot comment on what it does and such.

I stumbled upon this list a while ago. Not sure if it has exactly what you wanted, but it has everything else futuristic and sci-fi.
