Water pipe plug in?

Hi guys.

 

Im new to SimCity (harcore anyway) and I would like to know if there are any plug ins to stop the water pipes bursting as I can't afford to raise my utilities budget just yet!!

I have not heard of a mod or plugin that will stop pipes bursting when the utilities budget is too low. Maybe someone else knows.

 

I play around with funding for many different things, but roads and water utilities I always fund at 100%, it is just too much of a pain. My advice would be to try and save money and balance the books elsewhere (schools, fire or police depending on fire/crime rates) rather than have a very low utility budget.
