Downloaded File Wont Show in Plug-in Manager

I'm sure that this has already been covered before, but I couldn't find it after a lot of forum searching.

I recently downloaded a file off of the STEX, but when I tried to open up the thing up in Plug-in Manager, it wouldn't work.  I tried upening the SC4MODEL, the lot editor file and everything other than the readme, but all I got was error messages about how this file wasn't supported.  If you could either answer my problem or give me a link to the thread that deals with this, I would be most appreciative.

That's an easy enough request.

The file that I downloaded is the Tax Office by Gary Reggae.  Here is a list of the files that are included with this download.

I tried to open all of the files (except for the readme which I didn't include in that list) with the plugin manager, but no dice.  I kept getting error messages saying that the file was not a valid Win32 application.

Voar Tok:  The zip must have corrupted when you dlld'd, I put the OSStyleOffice-0x5ad0e817_0x6e3cced5_0xa0000  into the PM as a Landmark, and a Park and they both showed up in the LE to make lots with.

That's the only one I tried, so if it was another file you are having trouble with I would try them too.

Well, I tried to open all of them, but none of them worked.  Do I just need to double-click on the file I want to open, or do I have to place the file in a particular directory and then open plugin manager?
