/SimCityData vs. /SimCityUserData/Packages

Different mods are supposed to be extracted to these two folders, so what is the difference? Using the Packages for everything would be better, since it seems to be empty by default and therefore it is easier to keep track of all the mods I have installed. Cheers :)

You can actually install everything into the SCData folder minus the SimCity scripts files, which belong in the SCUserData/Packages folder :).

It's all a matter of how the game works.

The SimCityData path is used for "hardware" type things; without these, the base game with the functionality you expect would not exist; however, the SimCityUserData path, like implied, is for user data, or the "software" of the game, in which this is the really customizable balance sheet for the game where the developers could easily balance the game through numerical changes.'
