Special buildings rarely have workers

Hi.

 

What I have noticed special buildings (not zoned buildings) rarely have any workers. Casino, farmers market, military base and so on rarely have any workers. I have been wondering is this working as designed or another shortcoming of developers?

Most Landmarks indeed do not have jobs.  There's a mod on the STEX that gives many of them some jobs though.

I found quickly a mod which makes landmarks more fucktional:

 

 

However now Im looking similar mod for reward buildings. I find it silly that majors house, farmers market, army base and so on dont have any jobs for sims. Are there mods or pluggins that makes provides work for reward buildings?
