Is it possible to construct a city that consists of only high wealth R & C? How will this affect the Industrial zones? I plan on relying with low and mid wealth commuters to fill in the rest of the job demands.

Set your taxes to zero and the offset in happiness makes up for it they wont complain.  Trouble is making enough income to cover it but it can be done.

Yes it is possible! It is also possible to not have Industrial zones in the city as well. How do you do this? You will need another city to supply the freight needed to keep this High wealth city going. City #2 ( your freight city) needs to have a large amount dedicated to freight production. So, zone large amounts of industrial and you sure be fine. And of course, city #2 will need people to work there. So, zone R & C but mostly R.

And no you don't have do this at all... lol.

As means of making money, I recommend tourism and casinos. Keep in mind that these 2 bring in A LOT of traffic so build accordingly!

Goodluck!

Use Nikola´s Industrial mod (wich increases freight production) to make sure your Industrial city produces enough to provide to your neighboors - I´m suggesting this by personal experience, if you try an Industrial hub without the mod you probably won´t achieve the amount needed to commute to other cities (believe me). Also want to suggest to place a college in your Industrial city so that your lowtech factories turn into midtech - this will make your minimum required workers fall from 700 (modded value) to 50 (fifty) workers.

The tax reduction suggested WAS (if you apply the mod) to balance Comercial happiness wich suffered a lot with lack of freight. You SHOULD REALLY use this mod - Nikola has recently released an RCI mod in wich you´ll find mod files to all classes. I recommend start using just the Industrial mod (Residential and Comercial mods, in my opinion, makes development a bit slow).
