The population panel in the game is very screwed up :/ I'm sorry to tell you, but I do not recommend using it, as it does not provide you with accurate information.

It could be based on wealth :) ensure that you have the correct wealth of people to go work at the commercial and industrial places you have down.

Usually the lack of working force is linked to the lack of Low Wealth population... Low tech and even Mid tech factories for example use a LOT of low wealthers. Comercial buildings use a lot of low wealthers as well. Maybe what you want to do is balancing the number of Comercial and Industrial buildings (keep in mind that High Tech factories demand 10 times LESS low wealth workers, and Hotels use way less underskilled workers as well). If you are planning a big industrial hub (maybe capable of providing freight to a neighbooring city) you should consider a University to provide hightech education and Hightech Industry. Your population should be like 70% low wealth and 30% medium wealth. Have the high wealth jobs be occupied by neighbooring workers.

Yes, that is a good approach to the problem :) Other alternative is to have CoT towers (wich were the main purpose for it´s creation in the first place :P)

First the $, $$, $$$ mean your wealth levels.  $ is low wealth, $$ is medium wealth, $$$ is high wealth.

Your bottom numbers are:  440 is your total amount of workers for all wealth classes, 1,261 is the total jobs available for all wealth classes, 821 is your total open jobs.  You need more workers, so you need to build more residential (Green Zones).

You basically need to just fulfill the low-wealth jobs, the game doesn't care about medium or high wealth sims.  You keep low-wealth happy then the game won't complain (unless you build med. and/or high wealth buildings).

As for the Population total at the bottom, this is a varying scaled number as the game can't handle very many individual sims at once.  The higher the population the lower is scales.  Somewhere down to around 8:1

A good ratio to start with is about 3 residential to 1 commerce to 1 Industrial.  You can get a long way with that.  Once you hit high density buildings you may need more residential as industry has a large demand for workers.

For a better understanding of your workforce requirements, here is a link to the building stats page.
