Worker issue

Hello, I am having an issue with having worker shortages. I know I need to zone more residential but I literally don't have any more room left. I have one little corner of industrial with my sewage, mining, and power going on in a nuclear power plant. I have a high school and a metals HQ. I also have 2 smelting plants. Any suggestions? I only have the basic buildings for the rest of my services (clinic, fire station, police station etc.). I know I need to increase density and I have a pond every block and I try to keep everyone happy. I was thinking maybe bulldozing one of the smelting plants? I have mostly medium wealth in my town. This is offline mode.

You need to start another city, or if in multiplayer, have someone make a bedroom community of mostly R, they will commute.

Yes, you have a region - go out to the main menu and play instead of resume, and pick another city site in that region. Make it a mix of mostly R & C, and just enough I to sustain the financial flow.

It would be very helpful to see a screenshot of your population details. Most often its a matter of balancing workers, goods and freight in all 3 wealth levels. I have to admit it's a tedious task and will never be perfect. Also If you have a lot of industries and factories you will want a majority of low wealth workers. (avg proportion is roughly 6/10 $, 3/10 $$ and 1/10 $$$).

 

To help the worker issue I almost always limit my industrial zone to medium density because they produce a good amount of freight for a reasonable amount of workers (as opposed to high density I think the ratio is not as good).

 

General guidelines :

If there are more available jobs than workers that means there are too many vacant jobs in other words less than half the jobs are occupied then there is a chance some buildings will close.

As for goods I think it is better to have unsatisfied shoppers (unfortunately) rather than unsold goods (so shops dont go out of business and mostly because there are too many jobs already)

Finally freight, I try to keep the supply as close to the demand as possible (to keep C & I happy) without exceeding it. (I always destroy the freight lot at the trade depot)

 

Oh and even if you had the space, zoning more R might not be the answer because they will need more goods so you will need more C and I... its an infinite loop.

This is a tough challenge.  I found that even with one or two other cities, they often don't commute to work - there will be thousands of jobs open and yet unfilled, 0 unemployment and only a couple hundred workers coming in from an adjacent city.  I am wondering if there are time constraints that stop it, if the rail or bus takes too long.

Well a bit of further research shows that only a fraction will go because the amount of workers - or any other resource - is rationed by how many connected cities you have.  So it may work better where you have a region with 2 cities, so the one connected city can put in 100% of its resources, be it workers or power or anything else.

The population panel may tell you that there are no available jobs when the extended worker mod says that there are jobs unfilled in many of your city's facilities and businesses.  Clearly, something isn't quite up to snuff.

Mind that if your population is essentially medium wealth, your workforce won´t be as much if they were low wealth. Every low wealth building acomodates 5000 residents (or something like this), a medium wealth building holds aprox 2000 residents. Usually in public services and low wealth factories/shops low wealth workers are the most requested so, maybe you could consider changing some medium wealth buildings (you can start by demolishing those ponds in order to lower land value) and, one-by-one demolish those medium wealthers. Have them develop as low wealth.

 

The best way to balnce industrial workers is to have Hightech industry - they demand less than a half of the low wealth workforce. The rest of medium/high wealth workers demanded are way easier to supply than low wealthers.

 

Comercial buildings demand a lot of workers as well... demolish a few and have a bit of Unsatisfied people (maybe you could lower taxes to keep Comercial happy as well, avoiding "Not enough freight"). Remember that doing this you will probably lower residential hapiness, but if you place BASIC PARKS (these won´t raise land value) you can keep residents happy, even if they don´t have many places to shop (of course you haven´t ANY shops they will abandon buildings, no matter how many parks you plopped).

 

I really suggest you to download Nikola´s RCI mod... I´m using just the Industrial mod so I can have my freight production high... and it is high budd, you don´t imagine how :) Just to give an example: I have a 720.000 population city with a considerable amount of industry (like 20 High density factories) and was producing something lik 8000 freight. After Nikola´s mod I´m producing 40.000 freight 0_0 and this isn´t just a tweaked number because you´ll easily notice a huge increase of freight trucks on your roads.

 

This mod alone (low, mid, high industry only) will allow most, if not all, neighbooring cities to have their freight need filled by the Industrial hub city. I currently have one city with 17.000 freight commuting in (with a freight demand of 5000 - meaning it is importing 3 times more then needed).

 

Note that despite the modder clearly saying it only applys to new region/city I say for a fact that the changes described above are being observed in existing cities (all my 3 city wich had Industrial buildings changed their freight output numbers - you may need to let city run for a few minutes).

I wish I had taken a screenshot or video.  I had some low wealth workers abandoning due to not being able to find any work.  Yet in walking distance down the avenue was the recycling center, which had only a fraction of its low wealth jobs filled.  I'm fairly convinced that the AI is just borked, intentionally, to make sure you're always working to balance something.

Well, they borked total population so it looks like you have a real city, not a village... it is probable that they did just that with worker/shoppers/students. It seems that it happens more frequently in older matured cities "Couldn´t go to school"; "Couldn´t find shops or parks"; "We need work now" and in many times you have extra desks, unsold goods or available jobs. It is Simcity 2013 we are talking about here.. :S It happens to me as well (maybe to others it doesn´t), already stopped worrying about that... just bulldoze and carry on...  :)
