Near-Complete Sim-Newbie

Howdy. I haven't played any SimCity games since SimCity on SNES and SimCity 2000 for PC. I used to play SC2000 on my IBM Aptiva with Windows '95, to give an idea of how long ago that was.

 

I'm looking for a region with active players, who are accepting of newbies learning the ropes. Can I manage a 500K city yet? Probably not even a 10K city yet. I know I'm not selling myself very well, but I figure it's better to give full disclosure that there will likely be some poor choices made as I slowly progress.
