One city shows a different "Great Work" than other cities

I have built a Solar Farm with one city, which sees it as completed and receives power from it. However, in the other two cities surrounding the great work I see an International Airport...which I did not build and do not want. 
 
I have no clue why this is happening, but it has ruined the region for me...Any others with this problem and tips what to do about it?

Do you play it on Online or Offline?

Could spare us more information about your region, region name, map name etc?

I play it online, as an invite only region. Here is some additional information: 

 

I have a Simcity Region (map Horizon Archipelago) in which I have built the Solar Farm great work in one city. I'll include the original names of the cities for reference. I built the great work from the city Toyokuni Strand (top left) and the great work completed nicely. I am also receiving power from it in that city. 

However, in the other two cities connected to this great work (Hokusai Cliffs and Hiroshige Overlook) it shows that there is an International Airport built in the spot of the great work. I never requested an international airport to be built! 

So now one city shows the Solar Farm great work and two cities are showing a magical International airport that's right in the spot of where the Solar Farm is/should be.

I had the same problem a week ago. I reclaimed 3 cities in the same cluster and each one of them would see something different. One had an Arcology under construction the next had the airport under construction and the last saw the site empty. That one finally synced with the Arcology but the other city kept the airport which I finished building and seems to be working lol.
 
I've had many other cities where the great works would be bugged and never finish :/
