What are the best city tiles to use Project Orion with?

Well, I do not know of any specific tiles that are especially good with Project Orion, but I do know that when selecting tiles, make sure you are selecting tiles that are far enough away from each other where the cities will not overlap.

I tend to find I get a lot of space out of Wessex bend.  I find that to be a good tile to use.

I find any in Titan's Gorge, due to many tiles and their surroundings being mostly flat.

Yes, as everything will show more correctly, especially when you're also using BOC. Ofcourse, playing in a region that is full with mountains can even be a lot more fun. It depends on how you would like to play, really.
