Joining Regions with Highways

How do you join the highways between cities..? I am new and can't join my regions together because I can't figure out how to join the highways..

It's just like roads. You just drag the highway to the edge of the map and choose 'yes' when asked if you want to connect with a neighbor.

Are you asking about the standard Maxis highways? See ZeusAV's post above.

 

Or are you asking about the RHW highways? If so, you'll need to use the Neighbor Connection pieces. See the RHW documentation in the NAM documents.

Also, watch the terminology.  There is no connection of any kind between Regions.  Only between Cities in the same  Region.
