How do I get high wealth citizens?

Hi. I am a noobie here but I have been playing Simcity for almost a year now. I took a break when bf4 came out but I came back to it since Simcity runs better on my system than bf4 does. One thing I can't figure out is how to get high wealth citizens in my city. Every time I watch a YouTube video there is someone who has high wealth buildings. I have done everything I can think of in order to get them? So one question I have is how long does it normally take on a city for them to start to show up?

 

Right now I have at least two cities with high tech jobs, processors factories, plenty of schooling, a university in both cities and also both of those cities do not have any income tax at all, on any income level. So what am I doing wrong?

High wealth residential/commercial are depended on a land value. Easiest way to increase land value is to use a park ($$$) and use the "Land Value Map" to determined your current land value. Certain buildings other than a park also increase land value such as Mayor Mansion, University etc.
