Umm I think that visitors are people who are staying in RCI hotels ^^

Not casino hotels, I guess this because before I built a hotel (during plop mod), I had no visitors, after one is built there are visitors ^^

 

But I do not know 100% just a guess ^^

Visitors are Sims who enter your city from other cities; they may be workers, shoppers, or students. Tourists are entirely separate.
