There is one issue with bordering tiles. You see, when SimCity 4 saves a city tile, it doesn't only save the city tile itself, but also all bordering tiles. This has to do with neighbour connections, but also contracts and demand modeling. With this in mind, you should keep a two-tile space around each tile that's "occupied by a different player": one for the tiles that border the other city and one for the tiles that border your city. This prevents possible clashes.

My two cents from my own experience with mutli-player regions (NORO) ;)

Yes and no to some of this. SC4 doesn't make adjustments to the neighboring city as in "saving" it. The adjacent tiles only read the information from the surrounding tiles because if what you say were true then everytime a user saved his tile then the adjacent tiles would automatically be overwritten just to create a neighborhood connection. I have found though that even in a shared region if two users have two adjacent tiles, one of them creates a neighborhood connection  while the other was still playing, if the second player saves his city, then later reloads it, as LONG AS the first player sync's his city, the second player will still have the connection even though it wasn't originally there when he saved his city.

The next thing is this, Demand - For starters is this - if demand is an issue you want to keep personalized, you shouldn't bother with a multi-player region to begin with because simply put, it's not going to happen. It's not even DESIGNED to. A multi-player region is designed for multiple users to contribute to an outcome thus demand will be effected by each user and their decisions, this is why we play a multi-player region. BUT I will state this, I have hosted Blue Hope on servers such as Sky Drive (before they took away the 25GB's) and other sync'ing means before and through development, demand was NEVER a concern for ANY user in the region, in fact if anything multiple users creating multiple metropolises actually HELPED the demand. I know there's game logic behind the theory of demand, but from my experience there were no negative consequences.

Yes; it does work that way. Neighboring cities do help but it could be said that a connecting region which is simply a road can also be used to transfer demand.

Each player should be able to take 4 large tiles to themselves. These 4 large tiles are surrounded by small tiles, so each player has an 8x8 region size. for themselves

It makes for a better contrast in the region view; too.

My opinion, each region should only have at most 4 players playing at once with a 20x20 map. GRP is a good example

MMP SC4 Deluxe has a lot of drawbacks including the restriction on plugins.  Other than side chats, what's the point?

I think its fun to play with others in a common region. I am not so concerned about technicalities of the game. I just feel good to know that someone is at next door. :) Also, I can get into their city and have a tour with zooming, panning, turning options. Its better than just seeing pics of cities.

We store plugins in a common location and same gets synced between server and our local machines.

So enjoy.  I always turn off UDI as the city opens.

Just wondering what you mean by the restriction of plugins? The entire game folder is sync'd (including the plugins) and the region is accessed using a shortcut command which loads both the region and plugins without interfering with your personal region or plugins. You can also add your own plugins in and other users will retain access to them. but if there is a flaw of such please let me know so it may be addressed.
