Bios Version Update Question

In what scenario should you consider updating the Bios Version?

Note - I ask this because checking on the asus website it says there is a newer version that I can update too. However the computer's update programs has stated that there are no updates necessary.  Though when checking my Bios version it is clear that the version on the website is newer than the one installed.

Note 2 - I manually updated the Bios version to the one on the website. Afterwards I was on this website on the computer an it locked up. I pressed ctrl-alt-delete an from there I couldn't even use the mouse to click anything. I could move the cursor around the screen but that was it. I had to press the "start" button on my keyboard "Windows 8.1" to get back to the website where it was still locked up. So I re-booted my computer.

Note 3 - I am now resetting my computer to brand new status so that I can erase everything I've installed to the firmware and everything else. I was going on no sleep for a day and a half when I had been messing with everything. So I figured it would probably be a good idea to start over one more time an not mess with anything that I know nothing about lol

Please help me out guys

Computer Model - Asus M11BB-B06

OS - Windows 8 (After the reset I'm assuming it will go back to Windows 8 an not 8.1)

BTW - Any information on when I should consider updating anything at all that has to do with the system would be appreciated (drivers, applications, firmware, etc...etc....)
