Ghost Building?

So I went to build a ramp to underground route, which unusually the game allowed me to build it over used tiles.

 

The result, a cemetery which no longer appears to be there except for the chapel, and a bunch of blank 'used' tiles. The cemetery is undelete-able, every attempt resulting in $1,200 out of pocket. The only thing I can build through this space is roads, although I don't want a asphalt or concrete parking lot in the heart of my CBD.

 

 

How can I get rid of this building or make it come back to bulldoze it in the more conventional way?

That looks like a possible case of the "immortal" lot bug.
 
It can usually be fixed by using a special digger. This basically uses an overhanging prop, allowing the lot to be bulldozed. There's a guide here explaining what occasionally causes this, and how to use the digger.
