How to boost Residental Population?

I'm playing SimCity from last 1 week and now I'm little tired playing because of bugs, so my question is how to boost residential population, I had 84% Approval rating very high density city, plenty of skyscrapers in fact 80% of my city has skyscrapers, at the back I had industrial area, commercial area also. In simple words my city is 80% high-tech, but pop isn't growing faster compared to growth of my city buildings, is it a bug? my current pop is - 260,000 now it's falling a bit..

$$$ R holds the least amount of people.

 

As your city develops into a $$/$$$ Residental city, your population will readjust if not shrink some.
