Lack of options

I am wondering, are almost all the additional options in simcity4 mods? I ask only because there seem to be no tunnel, bridge options. I know that obviously some are mods but it seemed Simcity 4 was so rich with with them. I have to say I miss them and simcity 2013 seems a little boring.

You have to remember that SimCity 4 is an 11 year old game, and SC2013 just came out in March.  Not to mention that tunnels and overpasses came out a few months ago.  There hasn't been as much time for modding to develop.
