customs region and config

am sorry if there is some one other who asked about it, but I tryed to find it, but did not.

Any way, I can't find a way for the simcity4 rush hour to upload or something, my config and region.

Is there a tool to make a region and/or config??

I get this from london region and put it in to my own region:
[Regional Settings]
Name = #0x2ab6d26a
Terrain type = 0
Water Min = 60
Water Max = 100

So maybe the name is wrong, I do not no.
Is there some one know the code for Stavanger??

I tryed to learn how to make the name in code, but it's so over my head, I wish I know binary math, but I haven't learned.

Is there some one who can help me??

I found how to do it.
C:\Documents and Settings\Henning Martinsen\My Documents\SimCity 4, this plaze and plugin, region, you can put it here and edit (C:\Documents and Settings\Henning Martinsen\My Documents\SimCity 4\Regions\Ny Stavanger) [Regional Settings]
Name = Ny Stavanger
Terrain type = 0
Water Min = 60
Water Max = 100
and under where your simcity whas installed you find [Regional Settings]
Name = #0x2ab6d26a -> London
Terrain type = 0
Water Min = 60
Water Max = 100

So I go to C:\Documents and Settings\Henning Martinsen\My Documents\SimCity 4\Regions\london, and then London is the name.
But customs city you go to C:\Documents and Settings\Henning Martinsen\My Documents\SimCity 4\Regions\.
