Population quickly increasing/decreasing

Whay is this happening to my city? Everything is okay, there are no red allert's..

 

From 2.1 M , to 1.9 M on only few minutes.. And the, again populaciton is increasing.. 

 

Why are people so quickly moving, and going out, and again moving.. to my city? :)

 

PS: The buildngs are okey.. They are not emty with 0 people living in it.

In most of cases - mass R$$$ building dilapidation due to lack of jobs for $$$-class citizens. I could give you a few tips, though I'm not an expert in this problem as preventing almost completely R$$$ dilapidation is only thing I couldn't work out in SC4.

Anyway my ideas: education - long term solution, but better educated Sims can work in more places; zoning COM/IND (depends on which one is highest in demand) in given city or neighboring one; more transport options, especially complex subway network if you have enough of monthly income to support it.

Check your graph on Population by Age.  Your Sims may be dying off.  Sims age and only live about 80 years. 

 

Check your average life expectancy.  If it is low, more healthcare.

 

Check your display on Population by Age.  More blue --> more museums, parks

Your problem is that your high wealth sims are leaving their homes because they could not find jobs (either because they do not exist or because the simulator could not find paths to them), resulting in a population loss, but your buildings quickly are re-occupied by lower wealth sims.  In your picture of your city I can see that you have a very large number of high wealth high hi-rises and it looks like at least half of those are dilapidated.  

To solve this problem you need to get the NAM (Network Addon Mod, search on STEX) if you don't have it to help solve failures in path-finding to jobs, and to reduce the number of high wealth sims that move into your cities by using taxes to decrease demand and through ticking the make historical button on low and medium wealth buildings before they are replaced by high wealth sims.

If you have more than about 15% R$$$ your city is probably out of balance. 

 

CO$$$ buildings do not hire only R$$$, but mostly other ranks.  Somebody has to sweep floors and be supervisors in the typing pool.  To see how many of each is mandated for a given building you need the Extra Cheats DLL.  After installing it, open your query operator (/) then holding down CTRL+ALT+SHIFT move your operator (cursor) over the building.  You will get the debugging stats for the game which includes the intended occupancy.

Holding CTRL+ALT+DEL or CTRL+ALT+SHIFT?

 

I'm afraid of even experimenting with CTRL+ALT+DEL because I don't want to reboot my PC.
