Education and Tech level issue!

Hi, Looking for a little advice on how to fix a city I am running atm.

 

Here is the issue: when I first put in my elem school it was overcrowded in minutes ended up with 950 students. Eventually added a high school and put a cc in my ind zone. had 4.5 caps and 2.5 tech. after awhile my enrollment went from 100% to about 30% and my ind has gone to the dogs wanting more skilled workers but I cant seem to get ppl to go to school. I even added a unv but the enrollment is under 100 in a city of 10k+

 

Anyone have any Ideas how to fix my problem. BTW I have 6 library's placed throughout my city too.
