Downloads aren't working

Hello!

 

So i downloaded some mods a few months back (finally saying something because I don't have a desktop at school so when I visit home I always get to play my games!) and I followed the instructions with putting them in the files and what not but for some reason they just don't...appear correctly. Like they are in the game but the skin is all glitched and doesn't show.

 

Sorry if this is a repeat of things. New here, i barely go on, and damn I would love if someone could help me figure this out. 

 

Am I missing something? Or doing it wrong?

I recently downloaded NYBT 655 E. 228 Street MN just in the past week and have attempted to install twice. Both times I have encountered the window to verify the destination folder freezing upon clicking NEXT to extract and not responding any further. However, the files are extracted to my Plugins. But when I select the download icon it fails and my Norton antivirus kicks on and calls it a WS Reputation.1..... I know what that means but it doesn't explain the inability for the file to install properly, so I'm wondering if this is a potentially corrupt file?
