New bug or is it just me?

Ok, i've noticed that when I start a new city low wealth loe density moves in like normal. But when they upgrade they take forever to move in! It does the same with any other wealth too. Right now i've started 2 cities and they both have that problem. And they both go bankrupt at some point with about -2,000 profit each. Is it a new bug or is it just me? Oh, and I dont know if it has anything to do with it or not but I most of the mods for simcity also

 

EDIT: I've found out that if you restart simcity, the sims will move into the houses that are for sale. But you have to keep restarting simcity if you place anymore residential zones.

Haven't had this bug before...... try uninstalling your mods. They may be affecting the gameplay. If that doesn't work, then I don't know.

I'm having this bug, my city almost went bankrupt but then I reloaded and it worked. I don't know if this have any relation, but every time this happens there's at least 5-6 moving trucks stuck under that overpass in the city entrance and if I zoom out, I can see another 3 trucks "Flying" over the city.
