new region New Region Viridian Woods, ALL PLAYERS WANTED

I'm starting a new region on Viridian Woods, Europe West 5 servers.

I'm wanting any players that are up for a community driven region with multiple cities working together. I have been wanting to jion a region like that but have had little luck finding a region that is friendly. so if your intrested all request will be accepted unless the region is full. However there to be a few rules 

Rule 1) Any 1 player can have a maximum of 1 city per a cluster, HOWEVER can only own a city in total of 3 of the regions.
Rule 2) Ideally Cites should specialise in a specialization that will benefit the cluster as wells as the region as a hole.  
Rule 3) NO city holding is aloud. When a city has been claimed. It must start to be developed with a population MIN of 5,000. This is for every players benefit as it stops the holding of higher valued cities.
Rule 4) Great works should only be started once players have agreed that this work is wanted in that cluster, HOWEVER is no-one replies to the post after 72 hours the great work may begin. Great works can only start after 3 players have agreed or after 72 hours. 
Rule 5) Be friendly and have fun.
