It means that you have a plugin lot in your city that you have removed from your Plugins folder.  The number displayed after "Plugin Pack", unfortunately, is completely meaningless.

Maybe you remove something from your plugins folder but you didn't remove it from your city as well. To delete a building, check your cities, find and demolish the building you don't want anymore, save and exit, exit from the game and delete the building from your plugins folder.

Hunt for a lot with a brown box and demolish it, or if you really want it, put the plugin for it back.  The query operator should identify the building.

I checked the city but I could not find any brown boxes or glitchy lots.Everything looks normal. And also I did not remove any plugins from my folder, I just added some new ones.

Odd thing is: I had that message appear, nothing to see in my city. I play with the city, save it. Next time: no message anymore... So it could be nothing, I think.

It can also be a plugin pack. I had this message with Gare du Nord and found out that one prop was missing from inside the building. It is even displayed as a flag, when Peg's OPPS Mod plugin is installed.

 

According to my understanding, the number is not entirely meaningless, but tells the date and time the plugin was created. Ability to read and compare that information can be useful while hunting the culprit, but - alas - I don't know how to read this information. Ability to compare it would also be limited to users Plugins folder.

It could well be one of your new lots.  You should review all the read me files and the download pages to make sure you have not missed a dependency.  If you continue to get this message, it might be worth a binary search to find the offending lot.

 

One way to test this is to use a sandbox city, remove all the new plugins to another folder.  Then, one by one, put them back testing as you go until this message appears.  The culprit will be the last one you entered.  Of course you have to make sure you insert each of the lots in the city during the test.  This is a lot of work, so it would be better to test each new lot when you get it.

I think I found it. A high density industrial lot grows an empty one. I can try to open it and see with the lot editor.

Well, you have a nice brown box nestled up to the building, which indicates a missing dependency.  Query that lot (building) and see which mod it belongs to, then go find the proper dependency.

I have a new problem. SC4 crashes when plopping the SAM starter pieces. It has never happened before and I have used SAM starter pieces extensively in the same city. I wonder if there is a limit to the number of SAM starter pieces you can build in one city?

It means you did not reticulate correctly, your splines have been misplaced. Actually it just means you are missing a plugin.

This is to be expected if you removed a lot that was in use from your Plugins folder.
