Trade depots/ports in a single city

Hi guys,

 

Is it possible to establish trade depot/s or ports on only a single city which would then store the produce from other cities? I tried doing so but the goods are not transported from their original cities. These cities are connected (road/rail) to one another.

Are there game mechanics that govern such trade/transfer of goods?

Go into Region and click on Gift, then choose the resource and amount to send. The receiving city needs a Trade Depot (Highway) or a Trade Port (Rail) with enough storage to receive the goods. Rail runs once an hour. Not as fast as a trunk but, carries more.
